William E.J. Skelly
2008 TMA Chairman

William E.J. Skelly became president of the Turnaround Management Association, the premier professional community dedicated to corporate renewal and turnaround management, in January 2007 and advanced to the chairman position in January 2008. A partner in the Business Law Group at Heenan Blaikie's Vancouver office, he is the first person outside the United States to be named as president of TMA. He has held several TMA International leadership positions, including vice president of international relations, and has been instrumental in developing TMA's international chapter licensing model, which has resulted in seven new chapters outside North America in the past two years. He is also an active leader in the Northwest TMA Chapter.

Skelly practices in the corporate and commercial field with a focus on insolvency law, corporate and commercial lending and real estate. He is widely recognized for his expertise in the restructuring of national and international companies. His clients include many of Canada's largest financial institutions. His experience also encompasses railway law, especially with respect to short-line acquisitions and financing.

 


Arthur T. Perkins
2008 TMA President

Arthur T. Perkins Jr. became president of the Turnaround Management Association, the premier professional community dedicated to corporate renewal and turnaround management, in January 2008. Based in San Francisco, he is co-head of Deloitte Financial Advisory Services' Western Region Reorganization Services practice. He has held several TMA leadership positions, including vice president of finance, and has been an advocate of the increasing use of technology in delivering services to TMA chapters and members. He is also an active leader in the Northern California TMA Chapter.

Perkins' practice focuses on assisting under-performing companies achieve their value potential through shareholder value optimization, strategy, turnaround and financial restructuring consulting. He frequently assists in distressed company situations advising debtors, lenders, other creditors, investors and others in out-of-court and in-court situations. He also serves as an expert witness in disputes involving fraudulent transfers/conveyances, economic damages, preferential transfers, viability issues, indicia of fraud, anti-trust issues and other financial matters.
